Nick Frankus — Lead Educator, Workplace Preparedness
Nick Frankus brings 26 years of law enforcement experience to OBZ, serving Oregon’s largest city. He has spent 17 of those years on the department’s SWAT team and has served as team leader since 2023. His team is responsible for directing response to active shooter events, rescuing hostages, and apprehending violent criminals and armed barricaded persons. Nick is a local and national trainer in tactical response, leadership, threat assessment, and critical incident response, delivering instruction through both classroom and realistic scenario-based training.
As a risk assessment and mitigation expert, Nick helps organizations identify vulnerabilities and reduce their exposure before an incident occurs. At OBZ, he brings that experience into the workplace, helping people understand how to detect threats, recognize danger, make decisions under pressure, and respond when it matters most.
Russ Corno – Emergency Response Expert
Russ Corno is a retired law enforcement professional who helped OBZ design our workplace preparedness curriculum at the time of our founding. During his 25 years in law enforcement – the majority spent as the co-leader of a major SWAT team, Russ helped develop new approaches to responding to school and workplace violence in the years following Columbine. His work emphasized an important lesson: responding to a violent incident isn't only about stopping the threat—it is also about getting lifesaving care to those injured as quickly as possible.
After responding to several high-profile active-shooter incidents, Russ became a strong advocate of personal situational awareness (Observe and Notify) and practical trauma care. Now retired from law enforcement, he continues to consult with SWAT teams around the country and occasionally leads OBZ Workplace Preparedness sessions, sharing the experience and lessons he has gained throughout his career.
Troy Gilmore – Physical Infrastructure Inspector
Troy Gilmore brings more than 20 years of experience in physical and personnel security, with a distinguished background spanning military, federal, and private-sector operations. He began his career in the U.S. Marine Corps, serving in an elite unit responsible for conducting diplomatic security. Troy developed extensive expertise in protective operations and security management. During his military service, he conducted security inspections and enhancements at U.S. embassies around the world.
Following 9/11, Troy conducted physical security inspections and security services at numerous high-threat sites throughout Oregon under contract for the General Service Administration, Army Corps of Engineers, and Federal Protective Service.
From 2004 to 2011, he served as a Department of Defense security advisor providing security expertise in high-threat environments throughout the Middle East. His responsibilities included conducting vulnerability and risk assessments, designing, implementing, and improving security systems, and providing protective services in complex and challenging environments.
Since 2012, Troy has worked as a law enforcement officer in Oregon. He holds a degree in Security Management, with honors, from American Public University.
Since OBZ was founded in 2015, Troy has served as the organization’s lead inspector, bringing decades of firsthand security experience and a commitment to thorough, professional inspections.
Kip Onditi - Office Manager
Kip is the administrative backbone of OBZ, working largely behind the scenes to help keep the back office organized and the business running smoothly. He enjoys making sure each member of our team has what he or she needs to excel. Born and raised in Kenya, Kip Onditi holds a degree in business administration from Kenyatta University. His business background, international outlook, and practical approach make him a valued member of the OBZ team. He brings OBZ an international perspective which is shaped by global experience and a keen understanding of how different communities approach safety and security.
